Meeting:

County to consider Teton Village Association request to tighten Teton Village traffic plan

Commissioners are set to review TVA’s proposed amendments to the Teton Village Area 1 transportation demand plan, including a push to restore visitor access to the Stilson shuttle and remove Area 2 credits from future START agreements.

Teton County commissioners are set to review the Teton Village Association’s Miscellaneous Planning Request to amend the Teton Village Area 1 Transportation Demand Management Plan, which applies across the Area 1 planned resort zone voucher meeting agenda. County staff say winter peak hour traffic in 2026 averaged about 1,070 vehicles per hour versus an interim threshold of 915, and recommend requiring additional measures aimed at getting winter traffic back to or below that interim target in the next reporting period TDM program packet.

Staff’s recommended conditions include: ending any future credit or discount in START funding agreements tied to Area 2 (Shooting Star) transportation contributions, requiring the federally funded Stilson shuttle to be available and advertised to all visitors (or having TVA pay START to keep Stilson to Village rides fare free), and directing TVA to coordinate private hotel and resort shuttles so they do not interfere with scheduled transit or safety.

The prior record shows the board approved Teton Village transportation demand management conditions earlier this year as part of annual monitoring requirements findings and order.
