Joint boards to weigh draft request for proposals to manage 90 Virginian Lane RV park
On Nov. 4, county commissioners and the Town Council will consider releasing a draft request for proposals to hire a manager for the seasonal RV park at 90 Virginian Lane, with duties ranging from reservations to maintenance and rule enforcement.
The Teton County Board of Commissioners and Jackson Town Council will consider releasing a draft request for proposals (RFP) to hire a contractor to manage the seasonal RV park at 90 Virginian Lane at their Nov. 4 joint meeting staff report. The draft lays out day to day responsibilities like taking reservations, checking guests in and out, collecting fees and keeping records, handling cleaning and maintenance, enforcing park rules, and responding to after hours calls. Proposals would be scored on basics like following the instructions, the team and references, plus the proposed management fee and expected net revenue. Staff recommends releasing the RFP.
The last time this came up, housing staff and the Housing Supply Board recommended the joint boards release an RFP and enter a management agreement for the 2027 and 2028 summer seasons, instead of leasing out the site, because the Housing Authority needs to keep control of the property Oct. 7 staff report. For workers who rely on RV spaces to stay in the valley, my question is whether the boards will put any worker set-asides or rent guardrails directly into the RFP, not just into the final contract.
Background
The 2027-2028 RV park management RFP at 90 Virginian Lane sets no pre-allocated budget; fees will be determined by proposals, with a process running Nov 2026–Jan 2027.
