Meeting:

Town, county to consider request for proposals for Comprehensive Plan update

On Nov. 2, Jackson and Teton County are set to consider releasing an RFP for an 18-month, consultant-led Comprehensive Plan check-in tied to the plan’s 7% growth trigger, with costs split 54% county and 46% town.

Town of Jackson councilors and Teton County commissioners are scheduled Nov. 2 to consider releasing a request for proposals to hire a consultant for a targeted “community check-in” and update of the Jackson/Teton County Comprehensive Plan joint meeting agenda. In the draft RFP, staff describe an 18-month process that would start with proposals due Dec. 18 (3 p.m.), aim for consultant selection Feb. 1, 2027, and set an anticipated notice to proceed of March 8, 2027, with completion by Sept. 8, 2028 agenda packet. Staff say the update is triggered because the 2026 indicator dashboard shows about 7.2% residential growth since the 2020 plan update, and they propose a focused review that could lead to targeted amendments rather than a wholesale rewrite. Potential evaluation topics listed in the RFP include wildlife and habitat connectivity, cumulative effects of growth, and hazards and resiliency. The packet says project costs would be split 54% by the county and 46% by the town, with the final budget set through consultant proposals.

The record shows the joint boards discussed Comprehensive Plan scoping on Jan. 5, 2026, and directed staff to begin an RFP process for outside engagement help January 2026 agenda documentation.
