Commissioners to weigh Teton Pass Trail contract amendment 3, a $593,226 cut
Teton County commissioners are set to consider Amendment #3 to the Teton Pass Trail construction contract, cutting it by $593,226.74 to reflect materials the county now buys directly from vendors to save sales tax.
The Teton County Board of County Commissioners is set to consider Amendment #3 to the Teton Pass Trail Construction Manager at Risk (CMAR) contract, a $593,226.74 cut to the Guaranteed Maximum Price (GMP) agreement with Whitaker Construction, dropping it from $6,540,514.90 to $5,947,288.20 Teton Pass Trail CMAR GMP Contract Amendment Packet. The reduction accounts for materials, including storm-drain pipe and fittings and retaining-wall piling and lagging, that the county now pays vendors directly rather than routing through Whitaker, a workaround that captures a 7% local sales-tax exemption and has saved $41,525.87 so far. The total project cost stays at $6,540,514.90 because the direct vendor payments make up the difference. Staff recommends approval; commissioners take it up Oct. 19.
The contract has grown in stages: commissioners approved Amendment #1 for Early Work Package clearing and grubbing on May 11 BCC Packet, Teton Pass Trail Amendment #1, then Amendment #2 for trail construction on July 7 Teton Pass Trail Amendment #2 staff report. Amendment #3 is the first of what staff expect will be a running series of reductions, prepared in conjunction with each Whitaker pay application until all materials have been purchased Teton Pass Trail CMAR GMP Contract Amendment Packet.
