County Workshop Will Revisit Planned Residential Development Tools for Rural Subdivision
Teton County commissioners are set to hold a one-hour Oct. 19 workshop on Planned Residential Development tools that affect how rural land can be clustered or conserved under the Land Development Regulations.
Teton County’s Board of County Commissioners is scheduled to spend an hour on Oct. 19 reviewing “Planned Residential Development Tools,” a set of incentives in the Land Development Regulations meant to trade development rights for conservation outcomes on rural ground commission calendar. The calendar posting does not include materials or a staff recommendation on what, if anything, the board would direct next.
The last time the county put detailed options on the record, planning staff told commissioners the current Planned Residential Development toolbox has not been used much beyond the Floor Area Option. Staff recommended dropping the Rural Planned Residential Development and Complete Neighborhood Planned Residential Development tools, keeping the Floor Area Option, and tightening how site area is calculated (excluding waterbodies) staff report. That February 2026 report also flagged how Wyoming’s family subdivision exemption is producing smaller rural parcels that do not fit the old large-acre zoning assumptions.
If the board heads toward code changes, I want to see the workshop spell out how any revised incentives treat working ranch parcels that are trying to keep water, hay, and access intact while resisting the “slice it up” pressure.
