County approves Northern South Park Area 1 plan for 557 homes

Commissioners voted 4-1 on Oct. 6 to approve the Northern South Park Area 1 Development Plan, clearing the way for 557 homes with most deed-restricted for local workers.

Teton County commissioners voted 4-1 on Oct. 6 to approve the Northern South Park Area 1 Development Plan, a green light for 557 homes in the county’s largest community-housing buildout to date, according to an Oct. 13 Parks and Recreation department report. Parks and Recreation Department Staff Report

The development plan staff report reviewed in September lays out the core affordability math: 386 of the 557 units (70%) are planned as deed-restricted affordable homes, with 165 units (30%) sold at market rates, and restricted blocks conveyed to nonprofit housing partners. It also ties park and school land dedications to the housing count: 14.79 acres of parks (vs. 11.14 acres required) and a 5.61 acre school site. The county’s earlier master site plan materials pegged Area 1 at 101 acres total, with 74.13 acres as the project site. Board of County Commissioners Staff Report and Application Materials for Northern South Park Area 1 Master Site Plan

The public record in these documents still does not clearly identify which commissioner cast the lone no vote, which matters because the next fights will be over timing, infrastructure, and enforcement, not just unit counts.
