Meeting:

Staff report details how $28 million purchase of 90 Virginian Lane was funded

Ahead of the Oct. 7 joint meeting, staff laid out the mix of tax-exempt bonds, SPET money, and town and county contributions used to buy 90 Virginian Lane for $28 million in 2023.

The Jackson and Teton County Housing Authority’s 2023 purchase of 90 Virginian Lane for $28 million is back in front of electeds Oct. 7, with a new staff report spelling out the full funding stack behind the acquisition. Staff say the Housing Authority contributed $20.59 million, including $18 million in tax-exempt bonds “funded by 2022 SPET” plus $2.59 million from the 2019 SPET; the Town of Jackson added $2 million (a blend of general funds and mitigation fees), and Teton County added $5.5 million from mitigation fees, according to the Oct. 7 staff report.

The record shows the purchase price and a similar funding description have been referenced in prior joint-meeting materials, including an April 2026 packet that noted: “In 2023, the Housing Authority purchased the land for $28 million” and tied the bond repayment plan to SPET funding, alongside town and county contributions April 2026 packet.

If $5.5 million of county support and at least part of the town’s $2 million came from mitigation fees, I want to see a plain-language accounting of how much mitigation money remains available for other worker-housing deals after a $28 million land buy.
