Jackson to weigh housing rules in Land Development Regulations update
The Sept. 28 proposal would cap deed-restricted bonus-unit sizes, add guest parking for larger multifamily projects and keep 100% deed-restricted housing at the lower snow-storage standard.
Deed-restricted bonus units would be capped at 800 sq ft for one-bedroom homes, 1,200 sq ft for two-bedroom homes and 1,500 sq ft for homes with three or more bedrooms under Jackson's biennial Land Development Regulations update, which Town Council is set to review Sept. 28 as a possible action item agenda. The same package would require guest parking for multifamily projects with 15 or more units at one space per 15 units, unless an applicant proves a lower standard will work, and would treat hotel restaurants, bars, spas and similar amenity spaces as primary uses for affordable and workforce housing requirements staff report.
The housing test is whether Council keeps the cost-adding pieces narrow. Staff say some amendments, including snow storage, guest parking and trash and recycling standards, would add cost and reduce developable area, creating tension with the Comprehensive Plan's housing goals. The current draft raises snow storage from 2.5% to 5% for most projects, but leaves 100% deed-restricted housing projects at 2.5%, a carveout that matters if Jackson wants rules that do not quietly make workforce projects harder to build.
