Joint board to revisit 10 housing rule changes, from responder prefs to fees
On Sept. 14, town and county electeds will review the biennial update to the Housing Department Rules and Regulations, including changes to first responder eligibility, a proposed $50 annual fee, and new preferences for displaced households before a planned Nov. 2 adoption.
The Jackson Town Council and Teton County Board of County Commissioners will review a biennial update to the Housing Department Rules and Regulations on Sept. 14, teeing up policy choices that shape who qualifies for deed-restricted homes and how the programs are administered meeting agenda. Staff say the boards will consider ten policy questions and give direction on which changes to draft into the update before a 45-day public comment period and a target adoption date of Nov. 2 staff report.
The package on deck includes lowering the local income requirement for first responders to 25% (with requalification tied to status), expanding who counts as a first responder to include law enforcement, Fire/EMS, 911 dispatch, Emergency Management, and Search and Rescue, and giving first responders a rental preference in housing drawings. Other proposed changes include a $50 annual activity fee with a 2% annual increase, narrowing household income ranges used for qualification, and adding a preference for displaced households in Housing Department developments staff report.
