Commissioners voted 0-5 to reject Land Development Regulations process rewrite

Teton County commissioners voted 0-5 to reject a proposed rewrite of how Land Development Regulations (LDRs) text amendments and zoning map amendments would be initiated and processed. The Aug. 11 vote, recorded in the board’s minutes, came on a motion to recommend approval of AMD2026-0002, and it failed with “none in favor.” board minutes

The staff proposal would have kept a pathway for public ideas, but only after the Board of County Commissioners decided to initiate them, generally through the annual long-range planning work plan. It also would have required a mandatory preapplication conference and shifted the county into the role of official applicant for all such amendments, in part to better manage limited staff capacity. Public commenters told commissioners the change risked filtering or slowing citizen-initiated proposals, even as staff argued the current setup forces long-range planning work to chase applicant timelines instead of board priorities. process change packet
