Planning Commission to review $3.5 million traffic-fee swap for 559 homes

Teton County Planning Commissioners will review whether Northern South Park Area 1 can pay about $3.5 million in traffic impact fees, instead of building off-site road work up front, for a 559-unit project with 70 percent deed-restricted housing.

Planning commissioners on Aug. 10 will review whether Northern South Park Area 1 can replace upfront off-site road construction with a traffic impact fee package totaling about $3.5 million for 559 homes, 70 percent of them deed-restricted for affordable and workforce housing. The current staff memo says the commission "may also consider recommending the fee-in-lieu method proposed in the application" staff memo packet. The earlier staff report for the same application put that fee at $3,505,977 total, or about $6,272 per unit and $13,131 per AM peak hour trip July 27 staff report.

This is the housing question I care about in this file: whether the county lets a workforce-heavy project pay proportionally as units move forward, instead of forcing one development to deliver major regional road projects before homes can be built. County staff previously floated a different path, having the applicant construct a roundabout, pathway connection, and High School Road improvements itself, but the county has been moving since late 2024 toward a traffic impact fee framework that spreads transportation costs by projected impact rather than one-off exactions staff memo packet. On Monday, watch whether commissioners stick with that fee framework, because the timing of those transportation costs will affect how quickly these deed-restricted blocks can get to nonprofit builders.
