Planning Commission to review 559-home Northern South Park plan

Teton County's Planning Commission will review a development plan for 559 homes in Northern South Park Area 1 on July 27, with 388 of those units deed restricted for affordable and workforce housing and roughly $3.5 million in transportation mitigation attached to the project agenda staff report packet. For commuters, the transportation piece is the part to watch: staff says the applicant's share would support work tied to High School Road, South Park Loop, a Gregory Lane roundabout, a middle school roundabout, a pathway tunnel, and other West Jackson improvements.

The packet says this development plan covers 17 blocks in Area 1 and is consistent with the previously approved master site plan, but staff is pushing back on two applicant requests that would soften the traffic bill, a 50% fee reduction when blocks are conveyed to nonprofit housing developers and refunds after 10 years if projects are not built staff report packet. Staff instead recommends either collecting the full fees, currently estimated at $3,505,977, or having the applicant build a package of off site improvements directly, including the South Park Loop Road and High School Road intersection roundabout and the High School Road pathway connection.
