Housing board to weigh fines, rent cuts for vacant workforce rentals

New deed-restricted workforce rentals that sit empty for more than 60 days could face mandatory rent cuts, and possibly weekly fines, under a policy question before the Jackson/Teton County Housing Authority on Wednesday. In the Housing Authority meeting packet, staff says affordable units have not posed a vacancy problem because rents are set by the Housing Department, but workforce units can linger when owners set rents too high.

The board will discuss two enforcement options for vacant new restricted rentals. One would require owners to cut rent by 20% to cure a default, then by another 10% after each additional 30-day period. Staff's recommended option would add a $100 per unit weekly fine after the cure period. The packet argues that extending vacancy beyond 60 days while owners keep rents high "affects the Workforce rental market," and says slower lease-ups are usually a sign the asking rent is above what local workers can pay. Any recommendation Wednesday would feed into a broader 2026 rules update before later review by the Jackson Town Council and Teton County Board of County Commissioners.
