Teton County commissioners are set to vote on an agreement where the Wyoming Department of Health covers 65% of salary and benefits for 3.9 public health nurse FTE and sends the county an added payment equal to 100% of the state housing stipend for those employees.

The Wyoming Department of Health would cover 65% of salary and benefits for 3.9 full-time equivalent public health nurses in Teton County, and it would also send the county an additional payment equal to 100% of the state housing stipend for those employees, under an agreement up for Board of County Commissioners approval Tuesday staff report and MOU packet.

For a county that struggles to recruit and keep essential staff who are not paid like private-sector professionals, the housing stipend piece is the part I will be watching. The packet frames it as treating these county employees “as if these employees were State employees” for housing support. In past versions of this cost-sharing model, the state stipend has been capped (typically $1,500 to $2,500 per month depending on household size) and income-tested, so the practical question is how many nurses actually qualify and at what average amount in a high-rent market like Jackson.
