Joint boards to vote on whether to keep Pennrose at 90 Virginian Lane

On July 14, Teton County commissioners and the Jackson Town Council will decide whether to proceed with Pennrose for 221 deed-restricted homes at 90 Virginian Lane, or end negotiations and wait until 2027.

Teton County commissioners and the Jackson Town Council are set to vote July 14 on whether to proceed with Pennrose as the development partner for the 90 Virginian Lane housing project, a choice between building the proposed neighborhood now or cutting the developer loose and waiting until 2027. Staff frame it plainly: “Board and Jackson Town Council ("Council") will vote on a path forward for 90 Virginian Lane.” 90 Virginian Lane packet

If the boards choose to keep Pennrose, staff recommend moving ahead with either Option 1B or 1C, both described as 221 homes with a 70 percent rental and 30 percent ownership split, and a total public investment listed as $45 million. For those of us who care about the valley’s wildlife and air, the land use question is not abstract: the packet argues that concentrating housing in town reduces commuter miles and emissions, and it puts the project under the Comprehensive Plan’s Ecosystem Stewardship value. The same report says, “By placing households close to their jobs, local convenience, recreational amenities,” the development “will positively impact GHG Emissions.” Special joint meeting packet
