Teton County commissioners and the Jackson Town Council will use a 45 minute July 6 joint meeting to decide which Housing Department Rules and Regulations changes staff must analyze and bring back. The staff report lays out a fall schedule: topic selection July 6, board discussion Aug. 3, a draft rules update released Sept. 7 with a 45 day public comment period, and a Nov. 2 vote on the amended rules. The proposed topic list focuses on eligibility and compliance details that shape who actually gets access to deed restricted homes, and how long units sit empty. Items include whether first responders should get a first preference in weighted drawings (above other applicant households), whether first responder households should be exempt from the workforce housing rule that 75% of income comes from a local business, and whether to add clearer penalties when a restricted rental is vacant more than 60 consecutive days in a 12 month period. Staff also asks whether to create an annual compliance administration fee for owners of restricted units, and whether to adopt maximum occupancy standards to protect habitability and preserve the long term housing stock.
