Planning Commission sends short-term rental rules to Council, rejects 30% cap

Jackson’s Planning and Zoning Commission has recommended Land Development Regulation changes on short-term rentals, but declined to back a proposal to cap short-term rentals at 30% of units within any single project.

Town of Jackson staff are set to take a new round of short-term rental language to the Town Council after the Planning and Zoning Commission voted June 3 to recommend Land Development Regulation (LDR) changes, but not a proposed per-project cap. In the minutes, staff describe the idea as capping short-term rentals to “no more than 30% of any individual project,” and the commission said it was “not supportive” of that approach. For small operators, the key detail to watch is whether the eventual draft focuses on where short-term rentals are allowed and how they are defined, or whether it tries to manage impacts by limiting the share of short-term rentals inside new developments. Commissioners said the goals of a per-project cap were unclear and raised concerns about unintended consequences, which usually means this debate is headed for Town Council workshops where staff have to spell out the problem they are trying to solve and how enforcement would work.
