START to vote on $96,990 Urban Solar E-Ink display deal

The START Board is set to approve a contract with Urban Solar for E-Ink bus stop displays at Stilson, Teton Village, and Miller Park, using up to $100,000 in federal transit money plus a $25,000 local match.

The START Board is set to approve a contract worth up to $96,990 with Urban Solar for E-Ink bus stop displays at three locations, Stilson, Teton Village, and Miller Park agenda. A staff report in the meeting packet says the purchase was already approved in the fiscal year 2026 budget, then reallocated into fiscal year 2027, and is tied to a federal transit grant with $100,000 from the Federal Transit Administration and a $25,000 local match packet.

What I would watch here is the spread between the contract ceiling and the grant ceiling. Staff says the cost would "not exceed $96,990," but also says outside market changes could push the purchase as high as the full $125,000 grant amount. That leaves a roughly $28,000 cushion between the quoted contract cap and the total funding available, all for three signs. If board members do not ask what triggers that jump, they should.
