What I would watch here is the spread between the contract ceiling and the grant ceiling. Staff says the cost would "not exceed $96,990," but also says outside market changes could push the purchase as high as the full $125,000 grant amount. That leaves a roughly $28,000 cushion between the quoted contract cap and the total funding available, all for three signs. If board members do not ask what triggers that jump, they should.
