Jackson council to set direction on four large-development code changes

The Jackson Town Council is set to decide, in a workshop setting, which of four Land Development Regulations (LDRs) amendments staff should draft and bring back for formal ordinance readings, all aimed at curbing the impacts of large projects, particularly downtown workshop packet.

Planning staff told councilmembers they are looking for “Council's direction to proceed with drafting final LDR amendments” across four buckets: recalibrating the 2:1 workforce housing bonus (including whether to change the ratio by affordability level, cap bonus floor area per project, limit deed-restricted unit size, and restrict where the bonus can be used), tightening third-story stepback rules, limiting short-term rentals as a share of new projects, and changing how basements are counted and regulated. The procedural tell to watch Monday is whether the council coalesces around a clean set of instructions staff can translate into ordinance language quickly, since the packet frames these as changes that “could be done immediately as LDR amendments” within the current fiscal year.
