Teton commissioners to consider $216,714 Justice Center snow-melt change order

At their April 21 meeting, Teton County commissioners are scheduled to approve a $216,714 owner change order adding snow-melt to the Justice Center’s main public stairs and accessible ramp on King Street, increasing the construction contract to $92.736M.

Teton County’s Board of County Commissioners is scheduled to consider an owner change order adding a snow-melt system to the Justice Center’s primary public access points — the concrete stairs/landing and the accessible ramp on the King Street side of the building — at its April 21 meeting.

The proposed Owner Change Order 001 totals $216,714 and would add bid Alternates #10 and #10A to the project. County facilities staff say the alternates were not selected when the guaranteed maximum price (GMP) was finalized, but were later recommended because they can still be efficiently integrated into the work and would improve “year-round visitor safety” by reducing ice and snow accumulation. According to the contractor’s breakdown, the base snow-melt work totals $190,370 (including $110,968 for the stairs/landing and $79,402 for the ramp, both by Greiner Electric of Wyoming), with additional markups bringing the change order to $216,714. Earlier this spring, commissioners also approved a resolution setting parameters for who can sign Justice Center change orders and how much county-held contingency can be used without returning to the board. The staff report for that resolution said the county was holding $4.8 million in contingency at the time, with $2 million included within the delegation framework described in the resolution.
