Teton commissioners set to award $1.18M Recycling Center truck-scale contract

On April 21, the Teton County Commission is scheduled to award a $1.12M construction contract (plus 5% contingency) for a new truck scale at the Recycling Center, using the final 2019 SPET balance and ISWR operating funds.

Teton County’s Board of County Commissioners is scheduled on April 21 to approve a Notice of Award and construction contract with Westwood Curtis Construction, LLC for the Recycling Center Truck Scale Project. The recommended contract is $1,120,375 for the base bid (concrete approaches), plus a 5% contingency of $56,019, for a not-to-exceed total of $1,176,394, according to the county packet (BCC Packet — Notice of Award and Contract for Recycling Center Truck Scale Project).

ISWR staff say the scale would let the county weigh vehicles entering and exiting the Recycling Center, improving material tracking and revenue/accounting data. Three bids were received, with Westwood Curtis the low bidder; staff notes its base bid came in about 7.1% below the next-lowest bid from Ridgeline Excavation.

The project is part of the voter-approved 2019 SPET “Road to Zero Waste Infrastructure Improvements.” Staff estimates SPET Fund 44 would cover $588,197 in FY26 and $345,668 in FY27, and that the remaining $242,529 would come from ISWR’s operating fund (Fund 30) once the SPET balance is fully expended. Construction is anticipated to start in June, with a notice to proceed expected around May 8, and the contract sets a 120-day substantial completion timeline.
