According to the staff report, the taxiway pavement has not been rehabilitated since 2001 (though parts near the deice pad were rehabilitated recently), and the airport is pursuing the work to maintain safety and reliability. Staff puts the eventual construction cost estimate at about $29 million, plus construction administration/observation, and says the airport plans to seek additional federal funding for that later phase.
