Staff say the proposal includes a 25% increase to water base and volume charges for all users and a 10% increase to sewer base, volume and sewer-strength charges. It would also raise sewer and water capacity fees by 5.2%, increase the 3 Creek Capital Replacement Charge by 5.2%, and increase septic dump station fees by 10%. For new development, staff note the fiscal impact would include the 5.2% increase in water and sewer capacity fees for connections. The ordinance also creates a new “master meter” residential water rate structure with increasing per-1,000-gallon tiers after an initial 0–2,000 gallons tier.
