Teton commissioners to close out FLAP agreement for Teton Pass Centennial Trail

On April 21, the Teton County Commission is scheduled to approve a closeout amendment to a long-running Federal Lands Access Program funds-transfer agreement tied to the Wyoming side of the Teton Pass Centennial Trail project.

Teton County commissioners are scheduled on April 21 to approve Amendment No. 6 — a closeout — to the Federal Highway Administration (FHWA) funds-transfer agreement for the Wyoming Teton Pass Centennial Trail project. The amendment would formally close FHWA Agreement #DTFH7016E00043 after the county provided a total $190,200 local cash contribution over multiple amendments dating back to 2016. According to the staff report, the FLAP-funded project built a mixed-use pathway on the west side of Teton Pass from the Moose Creek trailhead to the Trail Creek Campground, including Wyoming’s 0.25-mile segment from the state line to Trail Creek Campground. The agreement also covered planning, permitting and design work for additional pathway segments from Trail Creek Campground to Coal Creek Trailhead and planning/permitting from Coal Creek Trailhead to the Teton Pass summit.

The closeout amendment states there is no fiscal impact beyond the already-transferred match funds and that county clerk and public works staff will coordinate signatures. If approved, the action would wrap up the county’s role in the FLAP funds-transfer agreement for the project.
