Teton County’s Board of County Commissioners is scheduled on April 21 to approve a notice of award and construction contract for a new truck scale at the county Recycling Center, a 2019 SPET (“Road to Zero Waste Infrastructure Improvements”) project intended to improve accuracy in tracking inbound/outbound loads, reporting, and revenue data. County staff say construction is anticipated to begin in June, with a notice to proceed expected around May 8.
Staff recommend awarding the base-bid contract to Westwood Curtis Construction, LLC for $1,120,375, plus a 5% contingency ($56,019) for a not-to-exceed total of $1,176,394. Three Wyoming contractors bid the job; Westwood Curtis was the low bidder, about 7.1% below the next-lowest bid from Ridgeline Excavation. The base bid uses concrete for the scale approaches; staff recommend that over the asphalt alternate, citing durability and lower maintenance over an expected 20-year life.
On funding, the county expects to spend $588,197 of the project in FY26 and $345,668 in FY27 from SPET Fund 44, which staff say will be fully expended when the project is complete. The remaining $242,529 would come from ISWR’s operating fund (Fund 30), which staff say can cover the allocation without affecting core operations.
