Jackson council to consider $12,066 fee waiver for new after-hours vet clinic

Jackson Town Council is scheduled April 20 to decide whether to waive about $12,066 in building/plan-review fees for interior tenant improvements at 520 S. Highway 89 for Veterinary Pulse Alliance’s proposed emergency veterinary clinic.

Jackson Town Council is scheduled to vote April 20 on whether to waive building-permit and plan-review fees for interior alterations at 520 S. Highway 89 (Suites I and J) to build out a new veterinary clinic for Veterinary Pulse Alliance, a nonprofit. The waiver request is tied to building permit B26-0048 (planning case P26-040). According to staff, the eligible Town fees total $12,066.45 ($7,313 permit fee plus $4,753.45 plan review). Trade-permit fees (plumbing/mechanical/electrical/fire) would be separate and are listed as “unknown,” with comparable projects typically $400–$800. In its application, Veterinary Pulse Alliance argues the project provides “extraordinary” community benefit by filling a gap in after-hours emergency pet care. Staff wrote that, per the applicant, there is “no viable local option” for pet emergencies after 10 p.m., forcing travel to Idaho Falls for care.

Staff do not make a recommendation on fee waivers, leaving it to council to decide whether the project meets the town’s community-benefit standard — and, if it does, whether the waiver should also include addendum review fees (which can trigger third-party review costs the town would have to pay).
