The permit is a one-day, 24-hour “catering permit” under Wyoming alcohol rules and carries a $100 fee, staff said. The agenda lists the item on the consent agenda under “24-Hour Liquor Permits.”

The application describes the event as Astoria’s fourth annual fundraiser, offering dinner, drinks, music and a short presentation, with an estimated 130 attendees.
