Jackson council to discuss pausing joint-powers talks until July joint meeting

At an April 20 workshop, the Jackson Town Council will discuss how (and when) to revisit joint powers agreements with Teton County, including a phased shift to a 60% county/40% town cost split for joint services starting July 1, 2026.

The Jackson Town Council is scheduled to take up “Joint Powers Agreement Updates” at its April 20 workshop, a 90‑minute discussion item focused on how the town should approach revising joint agreements and other arrangements with Teton County for shared services.

The staff report lists joint efforts that could be affected, including START, Fire/EMS, Parks & Recreation, Emergency Management, Victim Services, Animal Shelter, Affordable Housing, Radio Services, Treatment Court, Pathways, Transportation and long‑range planning. It also recaps the joint funding memorandum of understanding adopted in 2024 that phases the cost split for joint operations and capital from roughly 46% town/54% county toward 62% county/38% town by July 1, 2027 (including a 60% county/40% town split beginning July 1, 2026).

Rather than bringing specific amended agreements for action, staff presents three pathways: continue reviewing agreements one by one (“status quo”); pause JPA work to focus on a potential 2028 “general penny” sales tax election that town staff says is tied to its strategic budget assumptions; or pause to first align on the overall goal of providing joint services (potentially with an outside facilitator).
