Jackson moves to tighten solicitor licensing and public-property damage penalties

In its April 6 meeting packet, Jackson Town Council teed up first-reading Ordinances F and G to expand “solicitor” licensing and update rules for damage/defacement and unsanitary conduct on public property, including fines up to $750 per day.

Jackson Town Council’s April 6 agenda included first-reading Ordinances F and G—updates to the town code dealing with door-to-door solicitation/business licensing (Title 5) and unlawful acts against public property (Title 9). The proposed changes were presented as part of the council’s regular meeting packet.

Ordinance F rewrites parts of the town’s solicitation framework by broadening the definition of “solicitor” and making a license requirement apply more generally to people attempting in-person contact at residences for the purpose of selling goods or services. The ordinance also updates “no solicitation” provisions (to apply to all solicitors and canvassers) and adds/clarifies prohibitions tied to blocking passage on sidewalks and other public ways, along with separate rules governing panhandling conduct.

Ordinance G updates Chapter 9.52 (injury to or destruction of public property) by expanding definitions of “public property” and listing a set of unlawful acts that includes defacing/marking property, unauthorized structures/ropes, public urination/defecation, and obstruction of sidewalks/streets, among other items. The ordinance sets a penalty of up to $750 per day per violation.
