Housing Authority approves easements for 90 Virginian Lane workforce project

On April 1, the Jackson/Teton County Housing Authority approved new public pathway and right-of-way easements at 90 Virginian Lane, a step needed before recording documents and finalizing a May development agreement and ground lease with Pennrose.

The Jackson/Teton County Housing Authority voted April 1 to approve two sets of easements tied to the 90 Virginian Lane affordable/workforce housing project (planned as 221 homes), clearing a key pre-development step ahead of a May development agreement and ground lease with partner Pennrose. The easements are expected to be recorded with the Teton County Clerk before those Pennrose documents are executed. (See: Housing Authority Meeting Agenda Packet.)

First, the board approved a new permanent public pathway easement: an 8-foot-wide corridor along the north edge of the 5.15-acre site to carry the multi-use Community Pathway east–west. Staff said the new alignment replaces an existing pathway easement with a straighter, narrower route intended to preserve adequate construction space while creating more flexibility in the site plan for buildings and circulation. Second, the board approved right-of-way easements ranging from 18 to 25 feet along Virginian Lane and Snow King Avenue for potential Town of Jackson buried utilities, streetscape work, and multi-modal upgrades. The package also includes a 60-foot “bump-out” into the site’s southwest corner to reserve space for a possible future roundabout if the town chooses to build one. Staff noted the County Attorney’s Office reviewed and approved the easement instruments for board consideration. (Housing Authority Meeting Agenda Packet.)
