Teton PC set to approve March 9 joint-meeting minutes on long-range priorities

At its April 13 meeting, the Teton County Planning Commission is scheduled to approve minutes from the March 9 joint session with county commissioners that captured a wide-ranging discussion of comp-plan updates, industrial zoning and housing mitigation.

The Teton County Planning Commission meets April 13 and is scheduled to approve minutes from its March 9 special joint meeting with the Board of County Commissioners — a session convened to align on long-range planning priorities and how to implement the community’s Comprehensive Plan. The minutes-approval item is on the April 13 agenda alongside a separate “follow up” discussion about improving processes between the two boards. See: Planning Commission Meeting Agenda.

Draft minutes from the March 9 joint meeting document commissioners and planning commissioners calling out several policy areas they want to elevate, including zoning capacity for light and heavy industrial uses, water-quality Land Development Regulation updates, and the potential need to update the Comprehensive Plan now that the county has exceeded a 7% residential-unit growth trigger. The recorded discussion also reflects concerns about the future of the local housing-mitigation program (including the possibility of state-level changes affecting mitigation fees) and whether housing mitigation should be added to the long-range work plan. See: Special Joint Meeting Minutes (March 9, 2026) and the meeting framing memo: Planning Commission Joint Meeting Staff Report.

In addition to capturing policy priorities, the minutes underscore a governance theme that is likely to resurface April 13: several members advocated for more regular joint meetings, clearer and more “actionable” recommendations from the Planning Commission, and changes that could reduce remands or multiple hearings at the Board of County Commissioners level. The April 13 follow-up staff report tees up those process questions (training, meeting format, staff-report structure) for open discussion.
