Teton County to ratify 2026 Allegiance admin deal for self-funded health plan

Teton County’s Board of County Commissioners is scheduled to approve the 2026 Administrative Services Agreement (ASA) with Allegiance Benefit Plan Management, the third-party administrator for the county’s self-funded employee health plan, at its April 7 meeting. The contract language is already in effect for the 2026 plan year, but commissioners are being asked to formally ratify the agreement and its updated fee schedule. County HR staff say the 2026 pricing was presented during the 2025 renewal process and is guaranteed from Jan. 1, 2026 through Dec. 31, 2028, with a 2.5% administrative-fee increase for 2026 spread across per-employee-per-month (PEPM) fees. The packet also outlines several new or increased fee provisions, including higher hourly rates for large-case management and medical review, plus new language for an out-of-network savings program (Allegiance would receive a share of savings realized per claim). It also adds hourly fees for preparing or supporting a non-quantitative treatment limitation (NQTL) analysis and sets milestone-based fees for Allegiance’s “Site of Care” program tied to successful member infusions at a new site, with caps described per member and drug over up to two plan years.
