Housing Authority OKs 90 Virginian Lane pathway and right-of-way easements

The Jackson/Teton County Housing Authority voted April 1 to approve a package of easements needed for the 90 Virginian Lane affordable workforce housing project to move forward, including both a public pathway connection and right-of-way space for future street/utility work. The easements are intended to be finalized and recorded before the Housing Authority executes a development agreement and ground lease with its development partner, Pennrose, which staff said is scheduled for May. According to the staff report, the pathway component is an 8-foot-wide permanent easement along the north edge of the 5.15-acre site to carry a multi-use community pathway across the property. A second 8-foot pathway easement is planned across the property line to the north to create a 16-foot-wide contiguous corridor running east-west from 90 Virginian Lane to the easternmost point of the site; staff said the new alignment replaces an existing pathway easement with a straighter, narrower route to preserve development flexibility while maintaining room for pathway construction and use. For the street edge, the Housing Authority approved 18- to 25-foot-wide right-of-way easements along Virginian Lane and Snow King Avenue to accommodate Town of Jackson buried utilities, streetscape work and “multi-modal enhancements.” The right-of-way package also includes a roughly 60-foot “bump-out” into the site’s southwest corner to preserve space for a potential future roundabout if the town opts to build one.
