Teton commissioners to OK revised IT support deal with county library April 7

Teton County commissioners are scheduled April 7 to approve an updated IT support agreement with the Teton County Library, adding network monitoring and cybersecurity/compliance assessment duties for County IT while giving Library IT more co-management and shifting ISP contracts

Teton County commissioners are scheduled to approve an updated IT support agreement between Teton County IT and the Teton County Library at their April 7 regular meeting, continuing a partnership in place since 2018 and most recently updated in 2022. The staff report says the library’s IT team has asked to co-manage advanced network infrastructure, requiring additional work by county IT to better separate library and county systems and ensure staff have only the minimum access needed. Under the revised agreement, county IT responsibilities would expand to include network monitoring and “assessment services” intended to maintain compliance with regulatory standards and cybersecurity requirements, according to the report. At the same time, library IT would take on responsibility for maintaining internet service provider contracts to keep the library’s network connected. The county and library also removed a prior requirement that county IT train library IT staff on county phone-system administration. (Library Board Staff Report)

The agreement has already been vetted by the Teton County Library Board, which unanimously approved it at its Feb. 19 meeting, the report states. Staff characterize the fiscal impact as primarily staff time: county IT labor would be provided on a “best effort” basis based on county priorities, while the library would continue to budget its own technology costs.
