Teton County to add backup fiber link to EOC in 5-year SilverStar deal

Commissioners will consider April 7 approving a second fiber circuit and backup Transparent LAN link to the county’s Emergency Operations Center to reduce single-line outage risk, at $950 upfront and $860/month for 60 months.

Teton County commissioners are scheduled April 7 to approve a telecommunications contract with SilverStar Communications to add redundancy to the county network connection at the Emergency Operations Center (EOC), which staff say currently relies on a single fiber line between the General Services data center and the EOC. The proposal would add a second fiber circuit plus a backup Transparent LAN (TLAN) circuit to reduce the risk of an interruption if the existing line fails and to support continuity of operations. The staff report says the underground fiber needed for the upgrade is already in place and SilverStar can complete the work with minimal construction. The request is budgeted through the county’s IT “access fees” line item (10-4-021-220-000), with staff noting only 32% of the FY26 access-fee budget has been used due to delays on other redundant-circuit work. Cost-wise, the deal includes a one-time $950 installation/provisioning fee and $860 per month for 60 months (five years): $510/month for a “single leased fiber” circuit between 185 S. Willow (General Services patch panel) and 3240 S. Adams Canyon Dr. (EOC patch panel), plus a discounted premium Transparent LAN circuit priced at $350/month after a $349 “5YR term sales discount.” Total five-year recurring cost is $51,600, for a projected all-in five-year total of $52,550 including installation.
