Teton County to expand Hi-Country Water District to add two overlooked areas

On April 7, county commissioners will consider a petition to enlarge the Hi-Country Water District to formally include Larry’s Subdivision and the “Krasnow Parcel,” a paperwork fix for homes already connected to district water.

Teton County commissioners on April 7 are scheduled to consider approving a petition to enlarge the Hi-Country Water District to include Larry’s Subdivision and the “Krasnow Parcel” within Hi-Country Subdivision — two areas staff say were never officially included when the district boundaries were set in the 1980s, despite the homes already being connected and receiving district water. The request is framed as a mapping and paperwork correction to match existing service on the ground, not a service expansion project.

In a staff report, the county clerk’s office says it reviewed the petition signatures and found they meet statutory requirements under Wyoming’s Water and Sewer District Act, and notes the boundary change is authorized under W.S. § 41-10-210 as long as it does not impair the district’s organization or obligations. The board’s proposed motion includes a finding that the change won’t impair the district, and conditions finalization on getting an updated boundary map approved by both the Wyoming Department of Revenue and the Teton County Assessor.

Staff also note the district is a water-only district (septic handled individually) and that there have been ongoing discussions about potentially connecting these neighborhoods to the Town of Jackson sewer system in the future through agreement or annexation — but the April 7 action is limited to the water-district boundary paperwork.
