Jackson council tees up new round of LDR changes to curb development impacts

At a March 16 workshop, the Jackson Town Council was asked to name top development concerns to turn into FY26 land-development-regulation (LDR) amendments, building on an existing “five things” package (housing bonus, stepbacks, STR limits, basement rules, design guidelines).

Jackson’s Town Council used a March 16 workshop to frame its next set of possible land development regulation (LDR) changes aimed at “development impacts,” with planning staff asking councilors to identify their top two additional development concerns for staff to translate into draft code this fiscal year. The packet notes the council has already conceptually backed a set of LDR amendments informally dubbed the “five things,” and has directed staff to draft text for later consideration. Those include: a richer workforce-housing bonus intended to increase the deed-restricted share/affordability relative to market units (including exploring a higher ratio or sliding scale); a larger third-story stepback to reduce perceived height and improve light at street level; potential limits on the share of short-term rentals in lodging-overlay projects (an example cap cited was 30%); counting habitable basement floor area toward maximum building-size limits and exploring groundwater-related depth caps; and a comprehensive update of the town’s design guidelines (anticipated as a FY27 work-plan item requiring a consultant and outreach. Staff also emphasized that additional “visioning” ideas should be simple enough to complete as LDR amendments by July 1, 2026 (added to the “five things”), with bigger policy shifts deferred to later work plans. The packet suggests the council stay focused on downtown commercial development for efficiency, and offers optional small-group walking tours of recent projects (including the Jacksonian, Cloudveil, Hotel Jackson and the Town Square area) to help ground the discussion in built examples.
