Teton County Library board submits FY27 budget under county 'flat budget' guidance

On March 19, the Teton County Library Board voted 5-0 to submit its FY27 budget request under county “flat budget” guidance, while flagging that county wage projections omit the library’s recommended 3% COLA and 3% merit increases.

The Teton County Library Board voted unanimously (5-0) to approve the library’s FY27 budget “for submission,” with staff allowed to make minor corrections, during its March 19 meeting. In presenting the proposal, Library Director Kip Roberson said wages are calculated by the county clerk’s department and that those calculations do not include merit or cost-of-living increases. Roberson said library staff recommended a 3% cost-of-living adjustment (COLA) and 3% merit increase, but those were not included in the county’s wage calculation for the submission. The minutes also note the library expects higher costs in collections, facilities, and IT equipment because of pricing and availability issues.

The board also discussed a request that the county fund capital reserves for building improvements, and noted FY27 budget assumptions could change based on actions in the upcoming Wyoming Legislature.
