Housing Authority to approve pathway, ROW easements for 90 Virginian Lane
On April 1, the Jackson/Teton County Housing Authority board is scheduled to vote on new pathway and right-of-way easements at 90 Virginian Lane—prerequisites for a May development agreement/ground lease with Pennrose.
The Jackson/Teton County Housing Authority board is scheduled to approve two easement instruments for the 90 Virginian Lane workforce-housing site at its April 1 meeting: a permanent community-pathway easement and a set of road right-of-way (ROW) easements along Virginian Lane and Snow King Avenue. Staff said final recordation of the easements is needed before the board can approve and execute a development agreement and ground lease with project partner Pennrose, planned for May. For the pathway, staff described an 8-foot-wide permanent easement along the site’s northern property line to carry the public multi-use Community Pathway. A second 8-foot pathway easement would be placed across the property line to the north, creating a contiguous 16-foot-wide east–west corridor; staff said this replaces an existing pathway easement with a “straighter and narrower alignment” intended to preserve pathway space while providing more flexibility for the 221-home site plan. For the ROW, staff said 18- to 25-foot-wide easements along Virginian Lane and Snow King Avenue are intended to accommodate Town of Jackson buried utilities, streetscape improvements, and other multi-modal enhancements. The proposed ROW package also includes a 60-foot “bump-out” into the site’s southwest corner to preserve space for a potential future roundabout if the Town chooses to build one.
