Jackson to reject Karns Meadow monitoring bids, shift to piecemeal plan

Jackson Town Council voted March 16 to reject all proposals from an ecological-monitoring RFP for Karns Meadow, and instead pursue a “mix-and-match” approach using multiple partners for trail counts, weeds and other data collection.

Jackson Town Council voted March 16 to reject all bids received in response to the town’s request for proposals for ecological monitoring at Karns Meadow, and to direct staff toward an alternative, “mix-and-match” monitoring approach. The action came as part of the council’s agenda item on a Karns Meadow Ecological Monitoring Plan. Town Council Regular Meeting Agenda.

Under the approach described in the council’s meeting materials, the town plans to piece together monitoring components through existing local partners and targeted methods rather than selecting a single RFP respondent to do the full scope. The packet described examples including trail counters in coordination with Friends of Pathways, weed monitoring with Teton County Weed & Pest, acoustic monitoring with Teton Raptor Center, and post-construction vegetation mapping. Council’s decision means the town will not move forward with any of the RFP responses as submitted. Instead, staff will return with contracts, interagency agreements or program details as needed to implement the smaller monitoring elements and define annual costs, data products and reporting expectations tied to the park’s construction and future operations.
