Teton County tightens noise rules for Giltner Outdoor Reception Site

Teton County commissioners voted 5-0 on Feb. 17 to amend CUP2015-0001 conditions for the Giltner Outdoor Reception Site, keeping an eight-event summer cap but adding new reporting and speaker-orientation requirements.

Teton County commissioners approved updated annual event and noise conditions for the Giltner Outdoor Reception Site (Snake River Associates, LLC) after a Feb. 17 public hearing on a Miscellaneous Planning Request tied to the site’s annual monitoring report and a request to amend the conditional use permit conditions. The decision was adopted unanimously, 5-0, according to the board’s findings and order. Findings of Fact, Conclusions of Law and Order — MSC2025-0052.

Under the revised conditions, the site remains capped at eight events during the summer season (April 15–Oct. 15), with no more than six amplified events and at least two unamplified. Commissioners also allowed one additional nonprofit event each year that may be amplified, on top of the eight-event cap, while stating no further nonprofit exceptions will be allowed even if the land development regulations change. The board also expanded what must be included in the annual monitoring report and moved the deadline to Dec. 1. The report must now include event dates and times, the type of event, whether it was amplified, transportation/parking monitoring, and any complaints or known violations and steps taken to address them; the planning director is directed to review the report and determine whether additional mitigation conditions are necessary. For sound mitigation, the amended conditions require speakers to face north — away from residential areas — at all events, and require the monitoring report to include a forward-looking list of currently scheduled events for the upcoming year (including which are proposed to be amplified).
