Jackson council to approve $213,696 Garaman Pathway safety contract (donor-funded)

On March 16, the Jackson Town Council will consider awarding the Garaman Pathway Safety Improvements construction contract to Aardvark Excavating for $213,696, paid for by a Garaman Family foundation donation.

The Jackson Town Council’s March 16 agenda includes a proposed Notice of Award and construction contract for the Garaman Pathway Safety Improvements project at Garaman Park. Staff recommend awarding the work to Aardvark Excavating, Inc. as the lowest responsive and responsible bidder, for a not-to-exceed $213,696.00, with completion required by Sept. 20, 2026. The project is part of the town’s broader push to slow down fast-moving users—particularly e-bikes—on high-use pathway segments. Staff cited pathway counts at Garaman Park of 102,844 cyclist trips and 32,960 pedestrian trips from June 1–Sept. 30, 2025, and said the design includes traffic-calming elements such as speed-reduction measures, chicane gates, pavement texturing/coloring, and a roundabout. The work was previously bid in 2025 with a single $1.2 million bid; staff said they restructured and re-bid the project in December 2025, receiving two January 2026 bids: Evans Construction at $447,696 and Aardvark at $213,696. Staff report the entire construction cost will be covered by a private donation from the Garaman Family foundation. (Town Council Regular Meeting Agenda Packet)
