County PC reviews FY27 long-range work plan as Comp Plan update looms

On March 2, the Teton County Planning Commission reviewed Long Range Planning’s FY2027 work plan—prioritizing water-quality LDRs, a PRD-tool overhaul, and habitat-mitigation updates—while staff flagged looming decisions on a county-led Comprehensive Plan update if joint staffing

Teton County’s Planning Commission reviewed the countywide Long Range Planning work plan for FY2027 on March 2, with staff recommending the commission forward an approval recommendation to the Board of County Commissioners (BCC). The work plan is intended to guide staff priorities ahead of the county’s June budget adoption for the fiscal year beginning July 1. See the meeting agenda and staff report: Planning Commission Meeting Agenda and Planning Commission Staff Report.

Staff’s draft list of FY27 county projects includes: water-quality Land Development Regulation (LDR) amendments; a review and amendment of the county’s Planned Residential Development (PRD) tools (targeted to wrap up by summer 2026); a habitat-mitigation update that includes exploring a fee-in-lieu concept; ongoing monitoring work related to the Teton County Scenic Preserve Trust; a long-running “county addressing resolution” project; and processing LDR text and zoning-map amendments submitted by the public.

The work plan also highlights two “joint” items expected to be managed by the county’s principal long-range planner: a Comprehensive Plan update and the annual Indicator Report/work-plan cycle. Staff noted ongoing discussions about whether the principal long-range planner position remains jointly funded with the Town of Jackson or becomes county-only—raising questions about how future comprehensive-plan and indicator-report work will be staffed and coordinated.

Commissioners’ next step would be to consider the Planning Commission’s recommendation when FY27 priorities and associated funding/staff capacity are weighed in the county’s budget process this spring.
