Town, county set 40% cap on employer-tied units for 90 Virginian Lane RFP

A 90 Virginian Lane RFP draft limits employer-tied housing to 40% of units (with at least 60% open to local workers without employer attachment) and sets a LEED Silver minimum, as staff prepared to release final bid documents.

Jackson Town Council and the Teton County Commission reviewed draft bid instructions for developing the Housing Authority’s 5.15-acre 90 Virginian Lane workforce-housing site, including a policy choice about how many homes can be reserved for a specific employer.

In the RFP language staff brought forward, up to 40% of the new homes could be “employer-tied,” while a minimum of 60% must be reserved for local workers and their families “without any attachment to a particular employer.” The draft also requires proposals to meet at least LEED Silver (or comparable) sustainable-design standards, with extra scoring points available for going beyond the minimum. Five rights of first purchase or first rental would be provided to Virginian RV Park LLC under the draft terms.

Staff’s suggested next step was for the town and county to direct any final edits and authorize release of the RFP, which would then be scored publicly by the Housing Supply Board before a recommended developer and ground-lease terms return to elected officials for approval.
