Teton County grants Montana Road access easement for church’s 21-unit housing

Teton County commissioners on March 3 approved a temporary access easement across county-owned Montana Road for the Presbyterian Church of Jackson Hole’s proposed 21-unit housing development at 1201 S. Park Loop Road, a project being permitted through the Town of Jackson. The easement covers about 0.19 acres and is intended to provide access/ingress/egress and utilities until Montana Road is formally designated a county road (and only if that designation preserves the church’s access rights). The agreement ties the access to a set of pathway and neighborhood-construction conditions. Before certificates of occupancy are issued, the church must grant the Town a 20-foot-wide north–south pathway easement on the west side of the church parcel and build pathways along the west and south sides of the property to improve community-pathway alignment near Montana Road and South Park Loop Road. The county also committed to a partial cost-share: reimbursing the church (based on bid quantities/prices) for crushed-gravel base and asphalt surfacing on the east–west segment of pathway along South Park Loop Road, estimated at about $108,000 and slated for the FY27 budget. Construction-related conditions include routing regular construction access through the church’s existing parking lot off South Park Loop Road (rather than Hi-Country Drive/Montana Road), limiting noise-emitting work hours, and locking the Montana Road curb-cut/access point to the location shown in the exhibits.
