Jackson P&Z punts string-lights rule, backs broader dark-sky lighting tweaks

Jackson’s Planning and Zoning Commission voted 4-1 to recommend one exterior-lighting text amendment but continued a separate proposal on downtown string lights to a date uncertain after extensive public comment.

Jackson’s Planning and Zoning Commission split action on proposed changes to the town’s exterior-lighting rules, recommending approval of one amendment while delaying a separate proposal focused on string lights.

In its Feb. 4 minutes included in the March 4 packet, the commission voted 4-1 to recommend approval of text amendment P25-234 (changes to LDR §5.3.1.B and related articles addressing exterior-lighting standards), with one commissioner dissenting over concerns about flexibility and “forced compliance.” The same meeting record shows the commission then voted unanimously to continue text amendment P25-139 (string lights) to a date uncertain, urging the applicant and business/safety stakeholders to keep working toward mutually acceptable language. The staff report frames both amendments as follow-ons to the town’s 2022 exterior-lighting updates tied to Dark Sky Community certification, and notes public-safety input supporting continued year-round illumination of the Town Square late at night. Public comment reflected sharp disagreement: downtown business voices argued string lights help ambiance and visitation, while dark-sky advocates argued for stricter limits to curb light pollution.
