Jackson awards $822,925 contract for 2026 street patching and overlays

Jackson Town Council approved a $822,925 contract with Evans Construction Company for the town’s combined 2026 Spring and Fall Patching and Overlay program (Town project 26-13), as part of its March 2 consent calendar. The work package includes roughly 50,000 square feet of patching, 50,000 square feet of overlay paving, and 100,000 square feet of unpaved-alley paving.
According to the staff report, construction is planned in two windows: spring work from about April 15 to May 22, 2026, and a fall phase to be completed by Oct. 15, 2026. Staff recommended awarding both phases at once to avoid a maintenance backlog and worsening road conditions such as potholes, cracking and unraveling. The contract also includes a provision allowing the town to terminate voluntarily if FY2027 funding is not approved.
Bids opened Feb. 17, with Evans (Jackson) identified as the lowest responsive bidder at $822,925, compared with Cook Grading and Paving, LLC (Idaho Falls) at $950,775 and Avail Valley Construction (Afton) at $1,370,290, the report states. Funding was shown split between FY2026 annual street reconstruction funds for the spring portion ($304,825) and FY2027 annual street reconstruction funds for the fall portion ($518,100).
