Jackson P&Z to advise council on FY27 planning work plan, Comp Plan check-in

Jackson’s Planning & Zoning Commission meets March 4 to review the town’s draft FY27 long-range planning work plan and the 2025 Indicator Report, including a proposed “Comprehensive Plan check-in” and design guidelines update.

The Town of Jackson Planning & Zoning Commission meets Wednesday, March 4, to discuss the town’s draft FY27 long-range planning work plan alongside the 2025 community Indicator Report, with staff asking the commission to recommend whether the work plan should be adopted by Town Council. The packet notes the indicator report itself is informational, but the work plan is intended to guide budgeting and staffing priorities for the fiscal year beginning July 1.

Among the proposed priorities are a comprehensive update of the town’s design guidelines, a biennial “clean-up” package of land development regulation (LDR) amendments (last completed in February 2024), and any LDR text or zoning map amendments submitted by the public. The draft also lists joint planning items, including a “Comprehensive Plan check-in” and annual indicator reporting.

Staff flagged uncertainty about whether the jointly funded principal long-range planner position will remain jointly funded in FY27, noting conversations with county commissioners about potentially shifting that position to county-only work. The staff report estimates $50,000–$100,000 in consultant costs for the design guidelines update and roughly 43% of an approximately $200,000 consultant cost for a Comprehensive Plan update, plus 425–500 hours of planning staff time.

Public comment is scheduled during the agenda item. Meeting access and Zoom information are included in the packet: Planning and Zoning Commission Regular Meeting Agenda Packet.
