Planning Commission advances stricter outdoor lighting rules for dark sky compliance
On Feb. 4, 2026, the Planning Commission advanced amendments to the Town’s outdoor lighting standards, targeting string lighting and color temperature to better meet dark sky goals and environmental stewardship priorities.
At its February 4, 2026 meeting, the Planning and Zoning Commission reviewed and recommended approval for two major amendments to the Town of Jackson Land Development Regulations (LDRs), aimed at strengthening outdoor lighting standards (P25-234 and P25-139). The proposed changes focus on increasing compliance with Dark Sky Community Certification requirements—a status achieved with Teton County and the Jackson Hole Airport in 2022 but threatened by recent increases in local light pollution.
The amendments clarify and tighten requirements for exterior lighting by setting lower lumen limits per site development, introducing clearer standards for permissible color temperatures, and tightening controls on string lighting. Key changes will reduce the amount of light allowed in both commercial and residential settings and clarify when seasonal exemptions on string and festive lighting apply. The standards were shaped by collaboration with Wyoming Stargazing, local planning staff, and business representatives, including the Jackson Hole Chamber of Commerce, which secured adjustments to allowed curfews for string lighting.
Staff emphasized that enforcement will be primarily complaint-based due to staffing limitations, but the changes mark a community-wide step toward reducing light pollution and preserving Teton County’s natural nocturnal environment. The recommendations are supported by night sky measurements and feedback from residents and local organizations.
